I do not know the reason but it seems ISIS is somehow letting the regime improve itself in Raqqa. Here is the claims....Movements come after ISIS withdraw from the province. Several military helicopters have reportedly landed inside the regime 17th Brigade base in Raqqa, indicating the regime is reinforcing the area. Meanwhile, a huge military convoy is heading from Sikhne region in Homs to Raqqa. The Syria News office said that the movements come after regime forces regained most of region around the 17th Brigade, and following the withdrawal of opposition forces after battles with the Islamic State of Iraq and Greater Syria (ISIS). Activists fear that regime forces will storm the city and try to regain control now that the city empty of opposition forces. The activists noted the decrease in ISIS fighters in the governorate and the evacuation of the ISIS headquarters.
